[FIX]: #1096 Make the code of conduct page similar to the Privacy policy page UI

Description

This PR completely redesigns the Code of Conduct page to match the new "glassmorphism" UI established by the Privacy Policy page. The goal is to create a consistent, modern, and professional look for all legal/informational pages.

This replaces the old, unstyled page with the new design, including the gradient background, "glass" card, and themed sections.

Changes Made

• New index.css: Created a dedicated index.css file for the Code of Conduct page.
• Refactored index.tsx: Rebuilt the Code of Conduct component (index.tsx) to use the new CSS classes and HTML structure, matching the layout of the Privacy Policy.

• None. This PR only introduces a new index.css file and modifies an existing component (index.tsx).
