Documentation Add CODE OF CONDUCT for GSSoC'25

Description

This PR adds a dedicated CODE_OF_CONDUCT.md file to the Recode-Website repository, aligning with the GSSoC’25 initiative to foster respectful, inclusive, and beginner-friendly open-source contributions.

The code of conduct outlines expected behavior, reporting guidelines, and contributor values to ensure a safe and collaborative environment.

• Added a new CODE_OF_CONDUCT.md at the root of the project.
• Content includes contributor expectations, community values, prohibited behaviors, scope, and attribution.
• Adapted from the Contributor Covenant v3.0, modified for GSSoC’25 open source contribution context.

• No new dependencies were added.
• No configuration or version changes required.
