Added scroll-to-top button on Community Page

Description

Added a Scroll to Top button on the Community page to improve user navigation experience, allowing quick return to the top of the page without manual scrolling.

Changes Made

• Implemented a floating Scroll to Top button on the Community page.
• Button appears when the user scrolls down past a certain point.
• Smooth scrolling animation for better UX.
• Responsive styling so it works well on both desktop and mobile.
