Filter feature in leaderboard

Added interactive filter functionality to the Dashboard leaderboard tab, allowing users to filter contributors by Weekly, Monthly, and Overall contribution periods. This enhancement provides better data visualization and user experience by enabling dynamic sorting and filtering of contributor statistics.

The filter buttons are positioned in the header controls area alongside the refresh button, with proper rate limiting integration and responsive design. The feature includes animated UI elements and maintains consistency with the existing dashboard design language.

• My code follows the style guidelines of this project.
• I have tested my changes across major browsers/devices
• My changes do not generate new console warnings or errors , I ran npm run build and attached scrrenshot in this PR.
• This is already assigned Issue to me, not an unassigned issue.
