Fixed Open Positions button redirection to careers section (#578)

Description

This PR fixes the issue where the "View Open Positions" button on the careers page did not redirect to the Open Positions section.

Now, clicking the button scrolls smoothly to the <h2 id="open-positions"> section.

• Updated the Link for "View Open Positions" to properly point to the open-positions section.
• Implemented smooth scrolling using react-scroll for better UX.
