Leaderboard badge announcement page redesign

Description

Redesigned the Leaderboard Badge Announcement page and replaced all GSSOC branding with recode hive branding. Improved the UI/UX of the badges page, updated sponsor references, and clarified local development setup for GitHub token usage.

Changes Made

• Redesigned /badges/github-badges/ page with a new hero banner, recode hive branding, and improved layout.
• Replaced all GSSOC references and logos with recode hive branding in sponsors and documentation.
• Updated .env.example and contributing guidelines to clarify GitHub token requirements for local development.
• Improved section headers and added new CSS for a modern, responsive look.

Dependencies

• No new dependencies added.
• No version updates required.
