This is a test PR to validate the build of the Jupyter Datascience image for ppc64le (power) platform on the downstream Konflux pipeline.

  1. The changes include architecture-specific conditionals in the Dockerfile to support ppc64le , such as:

  2. Installing additional dependencies required for ppc64le builds

  3. Building onnx, openblas from source

  4. Skipping mssql-tools18 on ppc64le since it is not supported on power

✅ Goal: Ensure the image builds successfully on Konflux for ppc64le.
❌ Note: This is not intended for merge.
