Enable agnostic DR (third-party storage) UI

Re-enables the third-party storage DR workflow that was disabled in PR #2376. This restores:

• Storage provisioner detection hook
• Backend selection gallery (Data Foundation vs Third Party)
• S3 bucket configuration form for third-party storage
• DRCluster watching and S3 profile auto-loading
• Storage provisioners column in cluster list
