I mixed up things:

We have a problem with the query:

project = "Red Hat Internal Developer Platform" AND "Release Note Status" = "Done" AND level is EMPTY AND "Release Note Type" in ("Known Issue") AND affectedVersion <= "1.3" AND (fixVersion > "1.3" OR fixVersion is EMPTY) ORDER BY key DESC

is filtering out RHIDP-3396 probably because affectedVersion is "1.2, 1.3, 1.4".
