kminion: bump app version to 2.2.13. Release 0.14.2

Bump default kminion chart appVersion to 2.2.13 to bring in all the latest security fixes and update the chart version to 0.14.2.

I'm not sure why kminion now starts to fail to boot up. Is there any breaking change?

@RafalKorepta I have investigated the upgrade test failure and here is a fix proposal as the install fails initially on the missing redpanda-default-cert #1703

After merging #1703 and rebasing, all tests are now green, I'm going to merge the PR today unless there are any other objections
