The `kube-prometheus-stack` subchart in the operator was not being up kept and provided little value as most cases would be better off deploying the chart themselves. Additionally, this subchart was the last piece of helm infrastructure that wasn't manged by gotohelm and [recent updates](https://github.com/redpanda-data/redpanda-operator/pull/575/files#diff-a2f5876cc23deeb58d3345dc3722f5ce04a180faf7e52effaac15b4646a600cbR84-R86) made arbitrary subcharts difficult to support. (cherry picked from commit 7157ec2)
