Need to add tests still, but this is to fix an oddity (that has no real side-effects yet), where
ClusterRoleor some other cluster-scoped resource was triggering a reconciliation on a Redpanda object using a keda helmrelease in prod due to Azure leveraging flux internally for their cluster setups.
