We want to make sure we actually the test the image that was build and loaded in the previous step, and not some old images being pulled.

This only builds on ARM for ARM images in the CI workflow.
Doing it in the release workflow where we need to push the build multiarch image to the registry is much more complicated. We'll look into that in an upcoming pull request.
But for now, this is a considerable improvement as it brings down CI build time from ~45 minutes to ~5 minutes.
