Summary

Add a new write:tags permission (“Manage tags”) in group permissions and page rules.
Enforce tag edit authorization on the backend with a hard error when tags are changed without permission.
Disable tag editing UI for users lacking the permission while keeping tags visible.

Testing

Manual testing performed.
