Release notes for 0.19.0

Binaries for all platforms are placed below /opt/elinks . For linux they were built under alpine linux. For armhf and aarch64 binaries were cross compiled. Windows binaries for win64 require Windows 10 or higher, they were built with -Dwin32-vt100-native=true . For win32 they are the old traditional type.
