OpenSCAP over at IB is failing on STIG
xccdf_org.ssgproject.content_rule_prevent_direct_root_loginsand suggests remediating viapasswd -l root. Since these images have no shadow file, we add them in this PR with the corresponding lock to root to satisfy the rule.Also see portforward #779
