Use system-assigned managed identity to log to Application Insights

Changes:

• Disable Non-EntraID based authentication on the Application Insights and Log Analytics Workspace
• Assign 'Monitoring Metrics Publisher' role to all system- and user-assigned managed identities, and the deployer.
• Use the system-assigned managed identity to log to App Insights (APIM, Function App, Logic App).
