Was designed to reduce load on the CPU, but confuse users expecting faster response on http requests

Slow mode was introduced to reduce load on cpu in idle state when http does not process requests
But when first request comes - it processed too long while timer was running in slow mode.
So remove such mode to avoid confusion by the users
Also for web canvas reduce timeout in slow mode to have reasonable reaction time
