ci: Fix git config username and email for GitHub Actions bot

Description

This PR fixes the git configuration in the release workflow to use the proper GitHub Actions bot identity.

Changes:

• Changed user.name from "github-actions" to "github-actions[bot]"
• Changed user.email from "[email protected]" to "41898282+github-actions[bot]@users.noreply.github.com"

This ensures commits created by the automated release workflow are properly attributed to the GitHub Actions bot account.
