Improve docker workflows and add rhel and debian stack build

rhel and debian:

• use ccache
• add stack builds
• split target and upstream workspace

general:

• fix OCI labels in images
• use gha for docker build caching
• gate stack builds to be skipped if docker images are rebuilt, but trigger a stack build after the docker build
