licenses in bbappend

Hi Rob,

About a 216 recipes part of ros-image-world does now failing at Master because the stated license info in the *.bb file is not valid in Yocto.
E.g. 'BSD' should/could be 'BSD-3-clause'.

Beside checking all licenses and create a bbappend file for it, is there another plan?

Excellent question. The original plan was to try to make the change in the correct spot upstream: #1078 (comment)

I relented because it was easier to carry the changes in meta-ros by creating bbappends.

However, I think we are getting to the point where it would be better to "do the right thing". It may require talking to the ROS TSC to get their renewed support. We may also want to consider which version of SPDX is more appropriate and whether it affects anything.
