python3-flake8-blind-except: two recipes in meta-ros?

There seems to be two recipes of `python3-flake8-blind-except' existing in meta-ros.

```
./meta-ros2/recipes-devtools/python/python3-flake8-blind-except_0.2.1.bb
./meta-ros-common/recipes-devtools/python/python3-flake8-blind-except_0.2.1.bb
```

Which one to keep?
