Changes in version 0.17.0 (2018-11-27)

NEW FEATURES:

• New function addMonotones() computes monotones and add it to the input (addMonotone : monotone over all years ?  #37).
• New function correctBalance() corrects the BALANCE with 'ROW BAL' (process to correct BALANCE  #33).
• New functions neighbours(), addNeighbours() and getAllNeighbours() to get neighbours (understandPrice : get the cost of the last cluster running for each type  #21).
• New functions addConvergencePriceSystem() computes the biggest system without congestion (understandPrice : get the cost of the last cluster running for each type  #21).
• New functions addConvergencePriceArea() computes the biggest system without congestion for each area (understandPrice : get the cost of the last cluster running for each type  #21).
