Created a markdown file to translate the release post of Ruby 3.2.4 in french. Several posts are missing in french and I would like to add them in the future, but since this is my first contribution to ruby-lang.org I wanted to try with one single file at first to make sure I was doing it right. Thank you for reviewing my PR. :)
