Rebases the 2022 powerpc64-musl PR onto current main, resolving conflicts from 4 years of evolution.

Changes

  • Added powerpc64-unknown-linux-musl target to Build.yml workflow matrix with nightly toolchain
  • Merged main updates: build-sysroot system, updated GitHub Actions, dependabot config, security scorecard
  • Removed obsolete artifacts: Xargo.toml and compile-libunwind/* (superseded by build-sysroot)

- IMAGE_TAG: powerpc64-musl
  TARGET: powerpc64-unknown-linux-musl
  RUST_MUSL_MAKE_CONFIG: config.mak
  TOOLCHAIN: nightly

Positioned between loongarch64-musl and powerpc64le-musl. Uses nightly due to ELFv2 ABI requirements per rust-lang/rust#60617.
