Adds internationalization support for the Heuristic Test editing interface.

-Localized Edit Test page title and subtitle
-Replaced hardcoded "Question/Questions" count in HeuristicsTable.vue
-Replaced hardcoded "option/options" count in OptionsTable.vue
-Added HeuristicsTable.count and HeuristicsOptionsTable.count keys to all 10 locale files
