Add non-GApps build support for ATV13

This PR adds a non-GApps option for Android TV, also with some other adjustments:

• ATV-Generic.kl is deleted, as it was already integrated into the build
• Android TV images downloading is now being handled by waydroid init, just like the official images (or I can change it back to GitHub links if it doesn't work well)
• Updating through Android settings app is also possible now with the help of the custom OTA server :)

Both images come with libhoudini pre-installed (pulled from hpe-14 branch, which is not vulnerable to the time bomb issue)
