GitHub Releases does not have rate limiting, but GitHub Pages and GitHub source raw file downloads do have rate limiting.

GitHub Releases is where the salt.source file location will be hosted (along with salt.repo), here in the salt-install-guide, so that modifications and releases are disconnected from Salt itself, and so that it can be updated as needed.
