What does this PR do?
Updates salt cloud to use the new locations for accessing the latest bootstrap scripts, namely GitHub releases
What issues does this PR fix or reference?
Fixes #67020
Previous Behavior
Used old winbootstrap.saltproject.io, bootstrap.saltproject.io and bootstrap.saltstack.com, which are planned to be removed Jan 6th 20205.
New Behavior
Updated to utilize new location for bootstrap script, for example: Linux https://github.com/saltstack/salt-bootstrap/releases/latest/download/bootstrap-salt.sh
