Followup to PR #129 — The freebsd-org-cloud-dev GCP project has now dropped freebsd-14-1-*. See also https://cirrus-ci.org/guide/FreeBSD/ and its suggested gcloud compute images list … command.

The freebsd-org-cloud-dev GCP project has now dropped freebsd-14-1-*.
GitHub's Ubuntu 24.04 image has fewer development packages pre-installed
than 22.04 did previously; ensure that libbz2 development files are present.
Better to use the default which includes -e, so failed intermediate
commands cause steps to fail.

Also updates to the Unix GitHub workflow to account for image changes now that ubuntu-latest has been updated to 24.04. (This did not show up in #132 because the GitHub workflows require approval before they will run on that PR.)
