1. Adding other gurobi versions to FindGurobi.cmake
2. Initialize the license_status to 'available' after successfully
creating a gurobi env
3. Conditionally generate warning message in coek_gurobi_test.cpp
This avoids a race condition where tests check for the availability of gurobi but then fail to execute properly when the license status changes.
This was originally planned as a Pyomo contribution, but the current use-case is with coek so I've migrated the code here.
