Significantly expanded type stubs for vine and billiard packages: vine-stubs: - Enhanced type annotations across all modules - Added utils.pyi module billiard-stubs: - Added many new modules: forkserver, heap, managers, queues, reduction, resource_sharer, semaphore_tracker, sharedctypes, spawn, synchronize, popen_fork, popen_forkserver, popen_spawn_posix, popen_spawn_win32 - Enhanced existing module type annotations - Added allowlist.txt for stubtest - Added dummy/connection.pyi
