WIP: Fix Mill download link fix for 1.x and 0.12.16

it's draft to address #730 but it should wait for scala-steward-org/mill-plugin#105

Current state:

• link works for 0.12.16 and could work for some trivial 1.x projects (but will fail for complex projects on some dependencies because non 1.x mill-plugin)
• is not yet has support for older versions as suggested here The Mill download link is no longer valid, and should be updated. #730 (comment)

You can test it out with:

yes, I tested it on my private repository with mill project and it generated PR for me (but as mention it also failing on complex mill 1.x project because it not able to resolve all dependencies correctly for that case).
