Code Review

This pull request backports the change to enable the Gradle build cache and upgrades the Gradle wrapper. The change to enable the build cache in gradle.properties is correct and should improve build times. The Gradle wrapper scripts (gradlew and gradlew.bat) have been updated, which is also correct. However, I've found a critical issue in gradle/wrapper/gradle-wrapper.properties where the Gradle version seems to be incorrect, which will prevent the build from running. Please see my detailed comment.
