Motivation
Adds custom function to read conf.py from branches since third-party variables (like
myst_substitutions) could be not registered in Sphinx's config system yet and won't be available via Config.read().## How to test
Tested locally. We will release a new version and install it in scylladb/scylla-operator#3083
