This allows to use Inferno completely dependency free since System.Numerics.Vectors, System.Runtime.CompilerServices.Unsafe, System.ValueTuple and System.Security.Cryptography.Cng are only required for specific target frameworks. This pull request supersedes sdrapkin#40

I researched my library for cross-platform compatibility. And since our encryption add-on uses your library, I also checked you out and made a PR based on that.
There are also quite a few warnings here, I can fix them after your answer. They are all listed in a commented out NoWarn block.
