Great work! I suggest we merge this as-is and work from there.
Some comments for the future:
- It may have been cleaner to have 2 separate PRs here (ci and manifests)
- as we want to produce a helm chart from this repo, we'll probably need to rethink our approach to injecting the configs. Maybe we'll have to ditch kustomize and go full helm for PT compatibilty.

Add a github action to build the images from the most recent release of presidio and then build corresponding manifests.
