Migate fully from pre-commit to prek.

This is a more modern and much faster option with full pre-commit compatibility.

Also added a GitHub CI task to replace the pre-commit hook. The only difference I believe is that prek will not be able to create new commits to update the requirements*.txt etc. Can live with this.
