Establishes the format for a Federated Standard Proposal. Strongly influenced by PEP 1.

This draft FSP still needs

  • Clarification and elaboration of valid FSP statuses (draft, release, etc.)
  • Listing different roles (FSP Author, FSP Reviewer)
  • Instructions for FSP header and a template that can be used for future FSP's

@msheller, @danieljanes, @niclane7 - as co-authors and also FSP reviewers, feel free to commit directly to the PR and submit review comments as well

Thanks for the PR @psfoley. The current version already looks great. I'd say there are two possible paths forward: (1) we clarify the open questions now and only merge the PR when everything is decided, or (2), we merge the PR as-is and try to follow the process in our first standards proposal to identify where further clarification is necessary.
