This change ensures that trailing dot is added to all the target in CNAME,ALIAS,SRV and MX records.
Currently the webhook won't be able to provision any RRSets which require FQDNs in their targets.
Additionally, this code bumps go to 1.23 and all the dependencies in the go.mod to their latest versions.
