Migrates the application to Vue 3 using the compatibility build and updates core dependencies.
This PR is the first step in a staged Vue 3 upgrade, enabling the application to run with Vue 3 core, Vue Router 4, Vue I18n 9 (legacy mode), and a
mitt-based event bus. It also replaces Vue 2 filters with global helper functions and includes a temporary Vuetify 2 compatibility stub to allow the app to build and run before the full Vuetify 3 migration.
