Update taxi zebra flake and add new python version

• Update flake and cleanup structure
• Update taxi zebra to latest 5.0.0
• Remove Python < 3.10 (3.9 support ends in 3 months)
• Add Build with all plugins steps to make sure their flake definition is ok

Thanks for the PR! Can you please put the formatting changes (and the addition of a formatter) in a separate PR? Changes to the formatting make the review harder. Also I usually use nixfmt-rfc-style, which tries to follow RFC 166. I’d suggest using nixfmt-rfc-style unless you see a reason to use alejandra instead.

I’ve removed alejandra and the formatter in the flake. I’ll submit a PR later when this one is done to use nixfmt-rfc-style. I’m just used to alejandra in my projects from before the RFC, but have no objection using nixfmt.

I’ve tried to revert as much as possible the formatter changes.
