Add a sample module that sets up SumoLogic for a lambda function. I'm raising this to gather feedback. There's a lot of issues that need resolving before this can be merged. In particular: all the hardcoded values!
I couldn't get metrics or tracing working; see notes in libs/pulumi-sumologic/README.md
I was able to get a log collector set up, albeit without any forwarding of CloudWatch logs, but since we've already solved that in our internal repos, I didn't think that was important for this experiment.
