First go at implementing sgkit-dev/vcf-zarr-spec#41 in vcztools (do not merge).
All tests pass locally when used in conjunction with sgkit-dev/bio2zarr#420. However, this needs more work as it's not backwards compatible with earlier versions of NumPy and Zarr.
