I have never heard of this tool. Who is known to be using it? |

They have commercial version too. At least a lot of russian and ukrainian developers are using this tool for the years(!). You can google "sypex habr" for example. |

Both https://sypex.net/en/products/dumper/about/ and the downloaded zip of the non-Pro edition indicate that this is BSD licensed. Weirdly enough there doesn't seem to be a link to a source repository, but as this is PHP the source is in the downloaded zip. |
