This PR mainly implements:
src/libraries/SetUpAllLib.sollibrary to deploy and configure Allocator system, ALM controller and required mocksscript/SetUpAll.s.solfoundry script to run the librarytest/SetUpAll.t.solbasic foundry tests to check that the ALM is correctly configured to work with the mocksFor more info and usage instructions, please refer to the README.md introduced in this PR.
