Improve Quotation Denormalization Remark

[Enkidu93]

• Specify chapters by chapter number not index
• Combine chapters into ranges
• Add special remarks for the 'none' and 'all' cases

Fixes #832. Requires sillsdev/machine#369. Related to sillsdev/silnlp#899.
