adding Arogya wellness center facility size to SL (#5744)

## Because

SL team wants a new facility size "Arogya Wellness Centre" added to the
system

## This addresses

Adding "Arogya Wellness Centre" to SL in country_config.rb

## Test instructions

Change the DEFAULT_COUNTRY=LK
Restart rails server.
Navigate to Settings -> Facilities -> Add a new Facility.
New facility size should be visible in the dropdown
