Port prerequisites changeset for ZK Sync

Porting CCIP for ZK Sync deployments. This is one of the changesets that we need to implement. The rest will come in separate PRs to improve review process.

Note: MaxCommitReportsToFetch: 1000 was added due to CCIP bump
