Description of changes:
Noticed we still had BUILD files from the now removed
pantsbuild system. These conflict with pip's default packaging commands that will store artifacts in abuild/directory.By submitting this pull request, I confirm that you can use, modify, copy, and redistribute this contribution, under the terms of your choice.
